Wigglytuff can learn feint attack as a fast move

My wigglytuff has 130 hyperbeam, is that rare????
Just evolved to Wigglytuff, has a 120 Hyperbeam now... That rare?? 1092cp and 166HP
I have not yet had a good pokemon evolve to get a good moveset. Wigglytuff is no exception. I got feint attack and dazzling gleam on a near perfect wiggly...wonderful its not like I was hoping it would be useful or anything.. :-\
I have one with 1400+cp Play Rough and it chows dragonites like waffles
My Wigglytuff has max IV, a perfect 100. Not the right move set though! , feint and dazzling gem. Over 2000 cp thpugh.. great gym trainer.
My wigglytuff evolved to jigglypuff. Rare or I must be drowsy after playing pokemon for hours.
don't let its 2-digit defense be a turnoff, wiggly still stands up to the major league pokemon post-nerf.
mine has busted many a gyarados and snorlax.
